Budgets should count into Projected Balance reports

When I create a budget for something (e.g. X amount to spend per month on clothing), then that should count into the Projected Balance reports, and should be deducted for each upcoming month.

Without this, the projected balance is almost certainly overstated, and adding this feature would allow much more accurate forecasting.
